What is export controls ?
The main purpose of the export control system is to prevent deveroping and producing of wepons for mass destruction and too much stored of conventional wepons by nations to secure international peace and safety. Mainly western countries has lead to have concensus since 1980's to prevent flowing such products which is convertable to military usage. And 30 to 40 countries have agreed to have well management of expoert controls system. Each countries has own export controls system with strict governance. Keeping strict governance is important obligation of each countries.
In case of Japanese export controls, listed items which easily becomes wepons usage for mass destructionare are requred by government ordinance. And other items( except food,wood,etc) are controled by catch all regulation.
Listed items must be taken approved by Minister of Ministry of Economy,Trade and Industry(METI) before export. Then exporter apply it with information of importer,end user,quontity,etc.
And for other products which are controled by catch all regulation, there are three categolies as objective countries and regions.
Group A; Argentina,Australia,Austria,Belgium,Bulgaria,Canada,Czech,Denmark,Finland,France,Germany,Greece,Hungary,Ireland,Italy,Luxcemburg,Netherland,New Zealand,Norway,Portugal,Spain,Swiss,UK,USA.
Group B; Afghanistan,Central Africa,Kongo,Iraq,Lebanon,Libya,North Korea,South Korea,Somalia,Sudan,South Sudan,
Group C: Except Group A and B
In case of Group A,exporter is not required anything when someone export the products to the country. In case of Group B and C,exporter is required to inform to METI with information of importer and application if the products have possibility to be used to wepons for mass destruction. In case of conventional wepons, exporter need to have similer process.
As you see, comply to export controls is very important for international peace and safety.
Why did Japanese government moved to tighten export controls to Korea ?
Japanese government had given special exeption to some counties who are credible countries. The countries are categorized to Group A(former white country). Korea was of the counties. In case of Group A, Japanese government sometime gives a conprehensive approval which exporter doesn't need to get approval of Minister of METI even they export listed items. However Japanese government found inadquate affairs with slipshod governance frequently. If Japan leave this issue as it is, it would not be allowed as responsibility of export county. At this time, Japanese government decided to change the categoly for South Korea from Group A to B. This decision must be done because of discharging own responsibility to on an international basis.
This new export controls is not retaliation to South Korea
South Korea is insisting that Japan gives retaliation. And they are appealing to WTO about the procedure of Japan which it is a breach to WTO convention. However as mentined , keeping strict governance is important obligation for international peace and safety. This is agreed by international members. Kind of this conduct should be exception of WTO convention. It is clear things on an international basis. They say this is political retaliation for war time laborers issue. However even if war time laborers issue doesn't occuer, Japan must have same action to discharge own responsibility to on an international basis.
